How do I enter more than one command in the extra settings for my USR modem?

Which is the same as AT&F1E1, just put &F1E1 in the extra setting box.
You don't need AT in that box.

I don't quite follow you, but let's say you want:

ATL1L2L3

Then it would be:

L1L2L3

Or if you meant something like this:

ATL1
ATL2
ATL3

Then it would be:

L1;L2;L3

Note the semicolons.
