Help! Modem won't hang up

I've got a GVC 56k hardware ISA modem (model 5634BTS), trying to
install it in a
Pentium III running XP Pro (configured to COM 2 port, with serial port
2 disabled in BIOS, so that it will work). Problem is, it won't hang
up the line when I disconnect. Although it was a long time ago that I
used it, last I checked, the modem worked fine in my old system (I
stopped using it when I went hi-speed).

I'm leaning more towards a configuration problem, because I had a
devil of a time trying to get it to work at all, even though it can be
configured both as a PnP device and a non-PnP device. When I set it up
using the Add Hardware wizard, XP won't let me use any other port but
COM1, COM2 or both?! XP won't even let me add COM 3 or COM 4 to the
Device Manager (it goes automatically to COM5 when I add a COM port).
The previous modem was a WinModem type on COM 4; it worked fine.

With XP, I would have first jumpered the modem to PnP and see if XP
detects it and if it has a native driver or asks for a driver. Then
XP deals with IRQ issues on it's own, which is best. Is there an XP
driver available? Sometimes a Win2k driver might work. For these
older devices, a generic native driver may work out the best.
