How to identify network speed at end user side?

Hello: Is there a way to find out the network speed a cable user is
working on and at his/her client side?, this is to minimize as much as
possible any delay while accessing the network derived from the end
user's NIC, thus, being able to get the correct conection speed at the
end user's NIC configuration.

Delays are going to be in all the hops and that is variable. Micro$oft
XP has something which restricts/reserves bandwidth if I recall
correctly. Different cable providers have different upload speeds
verses download speed so if that get saturated the download may not be
running full out. Looking at the nic you could see 100 mips setting
connected to a 1.5/3 mips service. Then you would have to know if
system is doing something else streaming audio, updates, ... while you
are trying to benchmark the speed. If user is connected to a router,
it could be using bandwidth for another computer in the house.
