- How is Modem On Hold supposed to work?

I just tried the Modem On Hold feature. It does in fact alert me to an
incoming call and I'm able to successfully talk to the party calling
but find that when I disconnect from them, I lose my modem connection.
I guess I was under the impression that you're supposed to be able to
go right back online, like sort of a "poor man's DSL". Or is that
incorrect?
Using a PCTel HSP V.92 modem, WinXP home.
