Limiting USR connect speed

How do I limit my EXT 5686D USR connection speed. I would like to cut the
speed down until I find a good error free connection. Could someone provide
the info for the ranges of 28.8 to about 42.x? MY reason is I'm running a
multi connection with my ISP and my Courier locks in at 28.8

To limit the speed in a USR modem, you must use both a lower limit (&Un) and
an upper limit (&Nn) to establish an operating range. You cannot use the
default (&U0) for the lower limit.

Most USRs, except for the newer ones or most of those upgraded to V.92, will
give you the values for those commands by querying the modem with at&$

My suggestion, however, for limiting the modem to 28.8k would be to simply
disable V.90 and x2 with S32=98
