If the only thing you've changed is going from 98 to XP on the same
machine, and now the modem only connects at 24k vs. 50k, then I'd
guess it's likely a driver issue. Check for updated drivers for XP.
But are you sure that's all that has changed? For example, you may
have added or changed a device/handset on the phone line and that's
the cause. Try unplugging all the devices on the line and see if that
affects the connection speed.
