Modem doesn't handshake

I am running a dial-up server using a USR v.92 external modem. The
server answers like it should, but once the phone is answered the
modem doesn't start it's handshaking. Clearly the modem has answered
the call because the ringing stops. Is there something that could
prevent the handshaking from starting? Or is this a bad modem that I
am going to have to replace. I just bought it last week and it worked
for like 3 days and now only works intermitantly.

setting up a terminal program, such as HyperTerminal, direct to the COM
port that the modem is attached to. Initialize it with AT&F1 S0=1 then
dial into it with a modem and see if the handshake will take place. If
it does, then there is something wrong with your software setup, not the
modem. BTW, you might as well disable all 56k protocols on your modem,
since they require the terminating modem to be a fully digital
connection to the Telco Central Office. In your case where your server
will be the terminating end, and you are using an analog phone line, the
best you can do is V.34+ (33,600 max.) To shut off all 56k modes in your
USR V.92 modem, you would add S32=226 into your init string. Good luck.
