using the international dialing code, then I would plug in a manual phone
into the line and see if the ringing pattern sounds different when you try
both ways. You might need to activate some kind of distinctive ring feature
to let it work both ways.
If on the other hand you are indicating that the modem does indeed answer
the inbound calls but fails to make a valid connection when international
dialing codes are used then it's a different problem. Some phone companies
employ filters on international calls that eliminate some frequencies that
modems use. Some companies do this to reduce bandwidth in order to cram
more phone calls into a given long distance line. Others do it in order to
be able to charge you more money to pay for a "Data", quality phone line,
just another billing scam. You might be able to get around the problem but
you will have to try locking your modem at various modulation schemes and
speeds until you find out which do not get blocked by the carrier.
When I used to live in Athens Greece, the phone company would routinely drop
my outbound calls on my home phone when the phone switch detected modem
signals. I had to pay off someone at the phone office to move my number
from the "voice only" list over to the "modem allowed" list or else pay for
a "business class" phone number. Then my modem connection worked as well as
could be expected based on the actual line conditions to my apartment.

Cheers mate, I'll check out putting a manual phone into the line.
The first scenario is what's happening ie. the modem doesn't even seem
to detect there's a call coming in so it never picks up the call. Only
when the international prefix is used mind, otherwise it works ok...
