Does a normal modem store any type of config state in it?
For instance, if you have an external modem and unplug the power, will
everything in
it get reset?

Normally, they'll reload from the number-1 working setup. Take a look at the
old Hayes command set and the manual for your modem: many modem
configuration tools try to set, and store in that backup, a working
configuration. HylaFAX in particular is very good about this, at
www.hylafax.org.
