If there is a long cycle of negotiation before establishing a connection,
you have a bad line or there's a modem problem. You don't mention what kind
of connections you got before upgrading to V.92 so you might want to try
disabling V.92 features to see what that does. You also may want to disable
everything above V.34 if the line is actually incapable of those speeds.
You should be able to disable V.92 with S32=130 and disable all above V.34
with S32=226. You will have a shorter negotiation cycle and possibly end up
with a better connection. Your port speed is correct (though, with an
internal modem, it is largely unimportant). However, I am confused about
your reported speeds. First, you say the ISP connection is reported as 21600
than you say that Windows is reporting 28800. Which is it?

Try collecting a bit of post call data after a session of 15 or more
minutes. After disconnecting, open a terminal program and query the modem
with ati6i11y11 and post the results here.

Thank you for the information. After keying in your S32 strings the modem
cycles once then I access the ISP server at 28.8 Kbps. 28.8 is what I had
been accessing my ISP at before I replaced the Sterling modem with the USR
modem. I tried launching HyperTerminal and keying the ati line but the
screen would not display any characters.

Your line is borderline capable of V.90 speeds. With that high rolloff on
the line (see Y11 section between 3300 and 3750), you are always going to
have trouble. It's possible some of that is being caused by a device sharing
the line with the modem or by the modem itself. Try removing all other
devices from that line (phones, fax machines, answering machines, etc) and
see if that improves things. If it doesn't, try the modem on another known
good line somewhere. If it works better there then the problem is in your
own line and you are basically stuck with it. If it doesn't then the problem
is with the modem. Some people have seen performance loss with the V.92
"upgrades" for USR modems so it's possible that is part of the problem.

Very good, I will try from another location. I am using Verizon service
(formerly GTE). I was told there are no plans to update the phone system in
my area to achieve 56K dial up so I either shell out big $$ for DSL or
switch to cable modem neither of which I can afford to do. Thank you for
your time and energy.
