I've got someone who wants a Nagios monitoring system to send alerts
to their UK cell phone. I'd like to test it out on mine, first, which
is an el cheapo Vodafone device and which Vodafone does not support
SNPP for, and for which I'm having difficulty finding an email->cell
phone data channel.

It's obvious that something must exist, because I do get cell phone
spam for 'HOT GIRLS!!!', which is frankly irritating. But has anyone
gone through that lately? Or does anyone have a recorded speech->cell
phone setup they can recommend to me for RHEL use? I've been using
HylaFAX for the modem management, but that doesn't really have voice
transmission built into it.
