If I get a new email address (a new ISP - not hotmail) do I have to start
over and get a new passport etc. to use MSN Messenger or Windows Messenger.

Greetings,
Not at all, you can simply change it here:
https://login.passport.com/ChangeName.srf
Usually takes a full day for your contact list to properly propagate.
