Is there a safe way to remove "Patchou's Messenger Plus! IM add-on" from
appx. 1000 Windows workstations in a networked, enterprise environment?

What steps can be taken to prevent futre installations of this dangerous,

What's dangerous about it? If the user installed the sponsor program, which is completely
optional, then they will get the adware -- otherwise they won't.

The installer in Add/Remove will get rid of it, it's different based on version but you can
get the exact uninstall string by looking in the registry at:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\Uninstall
