ADSL cable connection

Hello,
I have an ADSL modem connected to a NIC.
Sometimes I lose line sync and have found I may have a faulty
RJ-45 connection. When I push the cable into the NIC I get my sync
back but my (USB) keyboard and mouse freezes and I have to reboot.

Should I be able to remove and reconnect this cable without any problems
while my PC is running?

I'm using Win XP Pro.

I know you can hot swap USB hardware but not sure about cabling that
connects to something using the PCI bus.
I just assumed that networking cables could be connected and disconnected
while the PC's are running and thus add or remove a networked PC at will.
