Internet Explorer error message before Barricade router completes dial-up connection

When I access a Web page such as www.cnn.com, the Barricade router
causes the attached dial-up modem to dial, but the Internet Explorer
gives a message stating it cannot access the site requested. When I
try to access the same site again, the site will come up. It is a
Barricade 7004ABR router with a US Robotics model 5686 external 56K
modem. This happens on 2 PC's on the network, which is a peer-to-peer
setup. One PC has Windows 95 OSR2 with IE 4, the other has Windows ME
and (I think) IE 5.5. There are 5 PC's on the LAN, I do not have the
others set up to use the Barricade yet. How can I get the browser to
access the sites the first time?

It may be a timeout issue. The dial-up connection may be taking too long to
connect. I know there is some way to increase the TCP/IP timeout parameter in
Windows but I can't seem to recall it. I'm sure you can find it on the Net
somewhere.

I have looked many places for this answer. There are references to
timeouts which can be set in the Registry, but they do not solve the
problem. In particular, I thought adding the "NameSvrQueryTimeout"
value to the MSTCP key with a value of 120000 would help, but it does
not.
