- Can't Access https websites

A couple of days ago, not sure exactly when, my laptop stopped being able to
access secure (https) websites such as my internet banking site. Also, though
I can access ebay.co.uk, if I try to go to 'My eBay' I get an error (though
this isn't an https site). The error is the usual "The page cannot be
displayed" error.
Have tried system restore, clearing temp files and cookies. Hoping I don't
have to completely re-install windows as my recovery disk is pre-SP2 so will
wipe everything out.
I'm running Win XP Home with SP2.
Any ideas how to sort this out?

Start > Run > cmd (Command Prompt window opens)
(click OK after each of the following commands succeeds if so prompted)
net start cryptsvc
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll
regsvr32 mssip32.dll
regsvr32 initpki.dll (This one might take longer to succeed)
exit (Command Prompt window closes)
Restart computer

1. Quit Internet Explorer (if it is running).
2. Click Start, point to Settings, click Control Panel, and then double-click Internet Options.
3. Click the Advanced tab.
4. Scroll down to the Security section.
5. Clear the Use PCT 1.0 selection.
6. Clear the Use TLS 1.0 selection.
7. Click OK.

Check your MTU setting.
