Group policy

I formated my HD and reloaded windows home XP. I loaded SP 2 from a friends
CD. I have been using a crossover cable to connect to a second Computer
running home XP. Since the reload my network is inop and the wizard will not
set it up again. When I go to the windows firewall box I have a message that
says "some settings are controlled by group policy" and I am unable to change
my firewall settings. I feel this group policy thing my be causing my
problem. I don't know where this group policy thing came from. Both these
computers are only used at home. I have run the repair option on the local
area connection status page and it says it is unable renew the IP address.
This is true on both computers. When I check the IP address on both
computers the both start with 169.254-----. The group policy thing is only
on the computer that did the reload.
