My PC is connected to the internet via an ADSL router. If I dont use the
internet for about 90 minutes then try to connect then both email and IE fail
to respond. Reboot always reconnects. Sometimes, but not often, if I power
off / on the router I am able to reconnect. I have installed a second lan
card which does the same. I have looked at all the settings I can find. I
have searched the web and nothing has fixed it.

I am hoping someone out there can Help. If not the choice seems to be to
reboot half dozen times a day or go back to good old W98.

Check your router configuration (usually accessed at 192.168.0.1) and make
sure any idle time out is not active. You may need to connect your modem
directly to your PC and check it for a time out as well. The access HTTP
varies by manufacture, check your owners manual for its correct address,
user ID and password (usually default is Admin and password).

There may also be a "connect as needed" setting on either your router or
modem. Mine has this to say about it;

Connect Automatically, as Required

Normally, this option should be Enabled, so that an Internet connection will
be made automatically, whenever Internet-bound traffic is detected. If this
causes high connection costs, you can disable this setting.
If disabled, you must connect manually, using the sub-screen accessed from
the "Connection Status" button on the Status screen.

When you installed the second card, did you un install the drivers of the first
completely? Have you gotten the most current drivers, and firmware, from the
vendor? Are you using Ethernet or WiFi? Have you checked your router?

Can you ping websites by IP address, if not by name, when the problem is active?
What DNS servers are you using?
