so it may say more about your connectivity to it than anything else.

A better test would be a different browser or a telnet session which simulates
a browser using port 80 (from a cmd window or by Run... telnet.exe)



You haven't given us enough information to guess.
One possibility is that you have a proxy on the path which is causing
this blockage. Apparently some antivirus packages can act as a local proxy
without the user being aware of it. It is also a technique employed by some
spyware packages, in which case your symptom could just be a reflection of
that server being overloaded and unable to continue redirecting requests
transparently. Etc.

BTW this question really has more to do with your OS and its networking
component than with IE. Cross-posting to a Networking newsgroup for
your OS.
