- Routing and Remote Access problem in windows 2003

We have a windows 2003 (std edition) based server, which is occupied
with 2 ethernet cards. We are trying to set that server to function as
a router. When trying to Configure the Routing and Remote Access Server
(under Administrative Tools)we get the following massege:
"ICS (Internet connection sharing) is currently enabled on
<<server-name>>. To configure RRAS, please disable ICS and try again".
The only thing is that ICS service is already stopped and disabled.
Does any of you know this problem? Any suggestions?
