Windows Firewall Blocks...

I use Windows XP pro SP2.
I couldn't make an outgoing FTP connection while Windows Firewall is
enbaled.
I use CuteFTP as a FTP client.
I opened the ports 20TCP, 20UDP, 21TCP, 21UDP, 113TCP and 113UDP port in
Windows Firewall. But still the problem persists.
Every time I use FTP I have to disable the firewall.

Can someon help me?

Thanks.
