08x00c0008 time error

Lots of people seem to be suffering from this error, me included! But I
think the error is a little bit more involved than first might seem.

I have 2 w2k3 DC's which get the error and 2 w2k3 member servers that don't,
the only difference is that they are in different OU's and have different
GPO's applied. The w2k3 member servers are in an OU with a block
inheritance on it so only receive the GPO that is applied directly to that
OU. The DC's are of course in the DC's OU's which doesn't have a block
inheritance applied to it so get the default domain and default DC's
policies applied. Now today I had to install a Hotfix, and it didn't
install, I got a Setup could not verify the integrity of the file
Update.inf. Make sure the Cryptographic service is running on this computer
error, hmmmmmmmmm I tried it on both DC's and both gave the error,
hmmmmmmmmmmm. I tried the fix on a w2k3 member server, and Bobs your uncle
it worked fine, hmmmmmmmmmm. So i put a block inheritance on the DC's OU
and as if like magic the hotfix installed fine, and the windows update error
has also gone.

So after all that it must be a setting that is being applied from my default
domain policy that is causing all the problems, the tricky bit is going to
be finding what setting or combination of setting that is causing the agro.
