"your current security settings prohibit running ActiveX"
I have performed every single solution on this website.
Both iuctl.dll and iuengine.dll automatically return
after I am supposed to delete them. Other times Windows
will NOT let me delete iuctl.dll from SYSTEM32 file.
OS: XP Professional
IE 6.1

You could try this:
In IE: Tools, Internet Options, select Security tab, highlight "Internet"
and click "Custom Level", under "ActiveX Controls and Plugins" verify the
following:
Download signed ActiveX controls = Prompt
Download unsigned ActiveX controls = Disabled
Initialize and script ActiveX controls not marked as safe = Disabled
Run ActiveX controls and Plugins = Enabled
Script ActiveX controls marked safe for scripting = Enabled
Under "Scripting" verify "Active Scripting" = Enabled
Close the browser then try the Windows Update site again.
