Help! I have tried to fix this by:
changing the permissions in the WindowsUpdate file
changing the proxy exception list in IE
enabling HTTP 1.1 in IE
and using the command prompt to rename the catroot2 file.

Still, I am unable to install the update. Anyone have
any better ideas?

What operating system are you using? Did you try the steps listed in the
Troubleshooter?
