How do I go about to register the RegExp library or how do I go about delete this update that cause issue for my server???

We use UBBCode in our website and all has been working fine
until I ran an Windows Update on MS Jscript 5.6 (#814078).
Now the UBBCode doesn't work, it's complaining on the line
"set rs = new RegExp" with a '8002801d' error 'Library not
registered'.
