I can't open attachments the message says OE access
removed the following attachment. Can't seem to fix it.
Can someone help me

This is not a Windows Update question.

What version of OE?
If OE6
Tools menu > Options > Security tab
Uncheck "Do not allow attachments...."
(Assuming you really want to disable this security feature)
