I folloed the steps but when you do step #9 on
http://www3.telus.net/dandemar/0x800c0008.htm:

9. On the Certification Path tab, Certificate Status, make
sure it says "This certificate is OK." Click OK. Click the
Close button.

On every system that I access, NOT one system has this
certificate Valid. Is this step neccessary? What exactly
does this certificate do? How do u get it?
Other wise this DOES NOT fix my problem.

Try this link to get the cert :

https://v4.windowsupdate.microsoft.com/en/default.asp

Did you try " Please uncheck "Check for server certificate revocation"
and registering the .dll files ? Also, use the link at the bottom of the
page , http://www3.telus.net/dandemar/updtcl.htm .

Although the certificate is expired, then site should still work. The only
way the certificate will fail is if it is missing or revoked. It does not
sound like the certificate is causing the failure. Check all the
suggestions posted by Mow Green and if the error persists please post the
last 20 lines of the Windows Update.log file for further suggestions.

To view the file:

Copy and paste "%windir%\windows update.log" (w/o the quotes)
into the Internet Explorer address bar and hit Enter.
Scroll down to the current date and look for the error being reported.
Please post the last 20 lines from the Windows Update.log file
