It sounds like a possible trust problem. Can you access the SSL portion of
the site?
https://v4.windowsupdate.microsoft.com
Verify you have the following certificate:
"Secure Server Certification Authority"
1. Internet Explorer >Tools > Internet Options > Content >Certificates
2. Select the Trusted Root Certification Authorities tab
3. Look for "Secure Server Certification Authority"
