- extract cab file- how?

Please tell me what program is associated with
the "Extract to". Do I need to buy WinZip?

For Windows 98 and Windows Millenium Edition:
download the controls from
http://v4.windowsupdate.microsoft.co.../ansi/iuctl.ca
b and
save them to your desktop. Extract the .cab file following
the steps below:
1. Go to the desktop and right click the iuctl.cab file.
2. Click "Extract to."
3. Point to a known location (like the desktop) and
click "OK."
4. Go to the location you selected and right click on the
iuctl.inf file.
5. Click "Install."

As far as I know you don't have to buy WinZip in order to use
it, you just get a nag screen if you don't. You may get the
right click 'Extract to' function by installing Windows
Installer version 2 at the link below but I can't swear to it.

Do NOT attempt to install the controls manually by extracting
iuctl.cab file. For Win98 and ME you must allow WU site to
do that by using ActiveX Controls install package method as
these two operating systems do not come with the correct urls
to Windows Update site that are contained in the ActiveX
install method ONLY. Manual installation of the Controls
thus won't work for win9x - why MS can't say so is beyond
me.
Delete all iuctl.dll files you can find and then vist WU
site with this secure link or it may not work.
