There is no download available for Windows 98SE. You'll have to
purchase a copy of Windows 98SE from your favorite store that sells
computer software.
It would be better to upgrade to Windows XP Home Edition
since Microsoft will soon end technical support for all versions
of Windows 98.
The Upgrade Advisor is a tool you can download and install
to check if your system hardware and software are ready for
upgrading to Windows XP.
