- INFINITY "checking for updates"

I see that many people have problems with windows updates.
I have NEVER had problems until now. I have a window that
tells me when I need to download a critical update but I
haven't been able to.
I run Windows 98 and have had problems with my IE browser
over the last 2 weeks (tried to "repair" it, uninstalled
and reinstalled, etc.) so have also downloaded Netscape. I
only go to windows update site with Explorer though. I exit
out of Zone Alarm and Web Washer (although I never needed
to in the past), my security is set on medium and I can't
figure out what else to do.
PROBLEM: It stays stuck on "Checking for the latest version
of the windows update software..." for a good 5-10 minutes
if I let it stay there that long. I also refresh the page
but that doesn't matter.
The windows update log says:

I don't know what "success" means -- it hasn't done
anything but sit there...

OK - I tried it - It wanted to open it as a winzip file so
I monkeyed around and figured out a way to extract it.
When I clicked just the iuctl.inf part and hit install a
window popped up for 1 second and then it was done.
Is that all it will do? Am I to "assume" it update correctly?
