- keeps telling me to restart!

i downloaded a security thing on windows update, and it
told me to restart my computer for the instalation to be
complete, i did, but i got a message to do it agian.
Everytime i start up my computer i get this message. And
becuase of this security thing that wasnt completed i cant
upgrade the internet explorer to have the encrytion level
128, which i need so i can use paypal, and i got to pay a
thing on ebay pretty quik. Any help will be greatly
appreciated

How to boot into Safe Mode:
To start the computer in Safe mode, follow these steps:

using the registry information that was saved at the last shutdown.
-- Safe mode helps you diagnose problems. If a symptom does not reappear
when you start in Safe mode, you can rule out the default settings and
minimum device drivers as possible causes. If a newly added device or a
changed driver is causing problems, you can use Safe mode to remove the
device or reverse the change.
-- There are circumstances under which Safe mode will not be able to help
you, such as when Windows system files that are required to start the system
are corrupted or damaged. In this case, the Recovery Console may help you.
-- NUM LOCK functionality must be turned off before the arrow keys on the
numeric keypad will function.
How to Remove Programs/Updates:
Use the Add/Remove Programs tool in Control Panel to start removing
(uninstalling) programs/update. In your case, remove the update you said you
installed right before you started having the issue..

when do i press F8? also if your going to say press F8
when i see the start up menu, then what is the start up
menu? i dont knwo anything about safe mode, so what would
be the "appropriate safe mode option". I also do not know
if i have a dual-boot or multiple-boo system?

If not, you should not be confused because my instructions (same as the web
site) say that "On a computer that is configured for booting to multiple
operating systems, you can press F8 when you see the Startup menu." Is your
computer configured for booting to multiple operating systems? Meaning you
can boot into Windows 98 and Windows XP or some other combination of
Operating systems?
Turn on your computer.. From the moment you turn it on until you get a
menu, tap the F8 key once per second. That will get you the menu you need.
The appropiate one for your situation is just Safe mode.. don't worry about
networking, etc.
