Microsoft Visual C++ Runtime Library Runtime Error!

When I log on to the Internet and I'm trying to go to
different sites, the following message pops up and locks
my computer up. I have to hit Control Alt Delete and it
takes me completely out of windows.

Microsoft Visual C++ Runtime Library

Runtime Error!

Program C:\Windows\Explorer.Exe

When I try to reload windows, I get the following message:

A fatal exception OE has occurred at 0177:BFF9DBA7

This is so annoying. I can't get on the internet without
this happening.

This error is often associated with spy|ad|malware. Advise you to do an
online scan here :

It is possible that the OE error message is also associated with
"parasites", but may be driver related. Have a look here for an
