I have tried Windows Update. It locks up at the very
beginning. I have checked the Knowledge Base and have not
been able to fix my problem. I do not have
the "iuhist.xml" file and I believe that is the problem.
How do I fix this or can I?

No that file is just what it says, i(nstalled)u(pdates)hist(ory).xml. That is the file Windows Update uses to keep track of the history of your installed updates. Removing it does nothing more then remove your history.
