- msgina.dll & shell32.dll

The research I did on these dll's lead me to believe it
might have to do with an update/s. When switching users,
or a program becomes non-responsive I get this message
saying that shell32.dll can't be found. You click ok and
then you get another message that msgina.dll can't be
found or can't run. I've already had to format once
because of this. The instructions given to me just run me
around in circles. I have xp-pro. Any ideas?
