Secondary IDE device driver problem

For some reason, one day all of my drives on the
secondary IDE cable stopped working. The Bios and sytem
recognize the drives, and the power works fine on them,
but the windows device manager gives me this message:
"Windows cannot load the device driver for this hardware.
The driver may be corrupted or missing. (Code 39)"

I can't use either my CDROM or my burner. I've tried
uninstalling both, reinstalling one at a time, and used
different CDROM's that worked in other computers. I've
updated the BIOS, and tried all of windows updates. I
don't know if it would be something faulty on the
motherboard or a problem with my windows. I cannot
reload windows since the computer will not recognize any
disk in the drive. Any advice would be extremely
helpful, I'm out of ideas
