excelent, this info fixed it for me.. the problem ended
up being no language selected for internet explorer
so try that first! it takes 30 secs!

Error: 0x800A138F
Selecting the language also worked for me! Thank you for
the tip, I was going crazy trying to get my UPDATES
working again! A few short clicks later - UPDATE works
again! FINALLY! <phew!>

Steps I used to reach "the fix!"
Start/Control Panel/Internet Options/General
Tab/Languages/Add/English US/OK/OK
This Newsgroup saved me a lot of searching for the answer!
