I have tried downloading the parser and when I try to
install it my machine can't open it. Here is the error
message from the Update website.

from the Microsoft Download Center:

In the Worldwide Downloads list, select the appropriate
language for your computer and then click Go.
In the Keywords box, type Microsoft XML Parser (MSXML) 3.0
Service Pack and then click Go.
In the list of available downloads, click Microsoft XML
Parser (MSXML) 3.0 Service Pack 4 (SP4).
Follow the instructions on your screen.
After the installation, try the Windows Update site again.

Delete the copy you already downloaded ...
download MSXML 3.0 SP4 from here:

http://www.microsoft.com/downloads/d...displaylang=en

TEMPORARILY disable your antivirus program before downloading and
installing ... close Internet Explorer after the download is complete.
Go to Internet Options via the Control Panel, delete all Temporary
Internet Files, cookies, and History. Install the Parser now.

After rebooting, reenable your antivirus program.
