I download an update, and it never installs - just sits
there with the download bar fully downloaded. No message,
nothing.

This is a known issue with AOL.

Try the following solution from the Windows Update Troubleshooter:

Select:
Problem Downloading/Installing a Software (Non-Driver) item

Follow steps under:
Install stops at 0% when using the AOL Browser
