why wont xp turn itself off?

i have just bought a brand new copy of xp pro and
installed it on my pc.

howeever, when i try and shut down, the pc just restarts.

ive checked all wake on events and turned them off in the
bios. my motherboard has the latest drivers. ive checked a
few bits and pieces in the registry and that has made no
difference. ive done a fully updated whole pc virus
scan... but still it restarts!

any ideas people?
