Tried to update win 2003 Web Server edition received this
error code, cannot find any info about it.

Downloaded updates manually, tried to install and an error
came up saying that the Licencing key was corrupt or
tampered with?

I'm getting this on some Windows 2000 PC's as well, but
only when logged in as a user with admin privileges.
Logging in as domain administrator works properly...

Did your message indicate a problem with the date/time on
your PC? Time/date on the several PC's I'm getting this
error on is set correctly.

Tried deleting cookies/temp internet files, and checking
an IE language was installed, but this made no difference.
