Windows Update has encountered an error... [Windows ME]

I recieve the following error when I attempt to use
Windows update:

"Windows Update has encountered an error and cannot
display the requested page."

when I search the support forums the documented resolution
is for Windows XP and is as follows:

The value for the CSDVersion in
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Windows
needs to be changed to 0. If you are comfortable editing
the registry, follow the instructions below.
1. Click "Start," and then click "Run."
2. In the Open box type regedit and click "OK."
3. Browse in the left frame to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\Windows
4. In the right frame you will see the key CSDVersion.
Double click this key.
5. Change the value to 0 and click "OK."
6. Restart the computer.

UNFORTUNATELY, this option does not work on an ME system
as HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l is
as far as I can get. The "\Windows\*.*" section does not
exist on my system. does anyone know a solution on an ME
or even a 98 system?
