Windows updates won't download

I'm having a real problem getting the windows updates to
download and install on my machine. Also, IE6 is lagging
between web pages. Here is the situation:

Windows update scans the computer just fine and the list
of updates appears. SP1 for XP is listed, so I click
install now and go through the license agreement and
everything. Then the download window will appear.
However, it'll just sit there and not download. I found a
fix in the windowsupdate help where you re-register some
dlls and that fixed the problem until the next update I
tried to do. The same thing happens with the IE6 SP
update, and the prior fix doesn't help. After
reinstalling Windows, I was able to find a few updates
that will download and install, but not SP1 or the IE6
SP. I checked around on Google groups for a while and
tried clearing all of my temporary internet files,
objects, and the registry keys in the IE6 extensions part
of the registry. I also deleted all of the windows update
information from the v4 directory. I've tried modifying
security setting after security setting as well. All of
this to no avail.

The other problem is that there are about 15-20 seconds of
lag before a page loads. After it gets over the lag every
page loads fairly quickly. The other computer through the
same connection loads pages instantly.

Here is my system information:

I have a new Asus P4C800 motherboard with a 2.4 in it.
768MB of DDR 3200 RAM (3 DIMMS running in single channel
mode). It's a completely fresh installation of WinXP
(MSDNAA version), a 3Com NIC that I've used for a year (on
my previous machine), and some other stuff that I've used
for a wile (video card etc.)

I connect to a residential LAN that is managed by my
apartment complex. I use Internet connection sharing with
another computer in my apartment. That computer is
connected directly to the LAN, and I connect to it. It is
an older Dell P3 800, also running XP. My old machine was
hooked up in excatly the same fassion and had no
difficulty.

I appriciate any help you can give me.

Fixed it... Finally.

It seems that on the ASUS boards there is a problem with
Internet Connection Sharing going from 100 mbps to 1
gbit. I switched which computer was hooked up directy to
the internet and it worked like magic.
