A couple suggestions:
This can if the dispex.dll file is not registered.
Register the file.
Click Start > Run
Type "regsvr32 dispex.dll" (w/o quotes)
Press OK
Try Windows Update again.
Also another possible is DCOM permissions
1. Click "Start", and then click "Run."
2. In the "Run" box type the following:
DCOMCNFG
The Component Services window will open.
3. Click the plus sign (+) next to Component Services.
4. Click the plus sign (+) next to Computers.
5. Right click the My Computer item and select Properties on the popup
menu. The My Computer Properties window will open.
6. Click the Default COM Security tab.
7. Under the Access Permissions section, click "Edit Default." The Access
Permission window will open.
8. Check and see which groups/accounts (if any) are listed here.
You need to be an Administrator to use the Windows Update site, so try
adding either an Administrator Group or an Administrator User Account to the
Default Security section, and then try downloading updates from the Windows
Update site.
