WinME No Updates Were Installed

I have been trying for 2 days to install "823559: Security
Update". I keep getting the same message. It seems to
download and it starts to install. It then rapidly
finishes and I get the message "No Updates Were Intalled.
The following items failed to install..." What do I do?

I have the same kind of problem with Win2000 see my
post "Error 0x80190190"
