Diabled Norton Intrnet Security & AntiVirus Programs.
Started Windows Update. Said I needed newer version dated
8/26/03. Clicked 'OK'.
Nothing happens for a while.
Norton System Doctor says that the CPU is at 100%.
Did a Ctrl-Alt-Del and Taskmaster has Windows Update
as "Not Responding"
Checked update.log file and have NO error codes.

Go here and follow the steps for either Windows 98 or Millennium :

Before attempting to access the Windows Update site temporarily disable
your antivirus program and any script blocking component that it
contains. Your issue is that the ActiveX controls for Windows Update are
not being replaced by the latest version. The latest controls are
version 5.3.3790.13. Your iuctl.dll shows as v. 5.3.3716.1.
If you're running Windows ME they will be located in the WINDOWS\System
folder. Right click iuctl.dll and iuengine.dll, choose Properties,
click the Version tab to see the version number.
For Win 98 or Win ME, also delete the Update Class file found in the
WINDOWS\Downloaded Program File folder. Right click it, choose Remove.

After you've removed the ActiveX controls, go here to download and
install them manually :
http://v4.windowsupdate.microsoft.co...ansi/iuctl.cab and
save them to your desktop. Extract the .cab file following the steps below:
1. Go to the desktop and right click the iuctl.cab file.
2. Click "Extract to."
3. Point to a known location (like the desktop) and click "OK."
4. Go to the location you selected and right click on the iuctl.inf file.
5. Click "Install."
