WinXP vs Windows Update: stalls at 0%

A fresh install of XP... went to get service packs, got
the dialog to install windows update software, and it
went to scan but stalled at 0%.

Tried this several times... Funny thing is that the
docker at the left hand side of the screen sometimes
indicates that its progess is at 33%, even though the
main window, with the larger text remains at 0%.

Can anyone help? This is extremely frustrating... Also,
is it safe for me to reinstall my apps without the SPs in
space?

Random,

Check the date and time of your system to ensure accuracy.
Open Internet Options via the Control Panel. On the first page (General)
click the Languages button. Make sure that a language has been chosen
for IE.
Still in Internet Options, click the Connections tab. Make sure that the
2 boxes under Automatic Configuration are not checked.

Do the SP1 update first.

Do the Network Installation, if possible. This way you'll have a copy on
hand for future use.
