Won't install the latest updates

I have been having trouble installing the latest MS
updates KB824141 & KB828035. I can download them all day
but they will not install. I do not know why. I went to
the help site and followed the directions to fix the
install but it has not worked. I also have been having
trouble with IE. I can not change my homepage or
anything else on IE. When I go to Internet options under
Tools I get a restrictions window that says "this
operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator." Well I am the only user on this computer
and am not running any network connections. I am
supposed to be the administrator! I want my system
back! I get lots of pop ups and am wondering if someone
else is using my computer while I am online? How do I
fix this? I have tried system restore but it tells me
that there is nothing to restore. Do I have to reload
Windows XP or IE? Help!

I personally suggest going to the Symantec security site
and finding out if you have a worm or virus that is
preventing these updates. I had a similar situation and
found out I had two worms. Here's the site which will
scan your computer and let you know if you have infection
and what to do about it if you do.

Go to Local Security Setting, Local Policy and User Rights Assignment and
verify that Debug Programs is set to Administators.

Well, here is what finally worked for me.
After 2 weeks of evenings going through it all.

I tried all the KB articles posted through here about it,
without any success.
I even re-installed WinXP Pro twice and it didn't take.
Parsed the Registry and hand edited it for all the
trouble files.
Removed all non-certified hardware drivers and found
certified versions.
I even removed out of date certificates in the cert.
store.
And several other things I won't bore you with.

What finally worked, was really simple.
I de-installed the McAfee Virus program completely,
(shutting off didn't work).
Rebooted, and ran the updates.
Rebooted again, and then re-installed the virus checker.

All is well now.

Go figure.
