Do you recommend that updates for XP should be downloaded
when the system being used is SP1?

Are you asking if Windows XP with SP1 needs further updates the answer
is without question Yes.
You should always be checking for and installing appropriate updates:

Now to be clear...I am assuming that xp sp1 in this
instance refers to the 'current' definition -- ie, it is
the product originally named sp1a which INCLUDES Microsoft
Virtual Machine. By the current (switched) definitions
the download for xp sp1 is not available from microsoft;
however, they specifically state that any products with
the SP1 installed will continue to receive appropriate
updates to support the Microsoft Virtual Machine (which is
really the only difference between service packs 1 and
1a). Windows updater should be able to discern the your
SP and any needs for Virtual Machine updates.

I am going to throw a question out too...I have re-
installed my xp recently which DEll included Mic VM on
their release of XP. So now how do I get SP1 which is no
longer distributed...don't kid yourself on their websites--
they switch the names back and forth, but when you
ultimately click a download button it is going to be SP1a
(current -- no VM support).

SP1 is not available from Microsoft at all, only SP1a is available
from Microsoft.

There are some websites that may have SP1, however be careful if you
go that route and ensure the site is reliable.
A corrupted Service Pack is the last thing you want to install.

OK that's useful but can you tell me if both the upgrades
for XP and upgrades for XP with SP1 should be downloaded.
They are differentiated on the download site. As I am
using XP pro with SP1 I though the SP updates mignt be
covered by only downloading the updates for SP1

The difference if you select the SP1 path is you will not get the
updates that are included in SP1
The non SP1 path will include all updates since none are included in
the original OS.
