I've managed to install all the 'Critical Updates and
Service Packs' on an XP machine (SP1) except the 'Update
Rollup 1'. This one gets to about 3 or 4 bars of
the 'Install progress' indicator, then the hard disk
activity stops, the progress bar slowly works it's way to
the end (takes a good few hours) but nothing happens.
On trying another Windows Update scan after a reboot
(because the IE window hangs) it finds it hasn't been
installed.
The 'Windows Update.log' file gives an error:
"Install Set Restore Point (Error 0x00000422)"

Any ideas?

The manual installation (that you describe below) seems
to complete successfully. However, windows update still
does not realise that it has been installed and wants to
install it again (and fails this time as well).
If I do a 'systeminfo' at the command prompt
however, 'KB826939 - Update' appears as an installed
Hotfix. Should I believe this?

Let's verify the Update is indeed installed. In the following KB article is
a list of file versions updated by the update. You can compare file
versions to verify the update is installed.

Also is 0x00000422 the only error listed in the log file? If you can post
the Windows Update.log file please.
